Navarre Tax Office certificate of being up to date

New Navarre Tax Office section with one endpoint, GET /api/v4/navarra/report-corriente, which requests the certificate of being up to date with tax obligations from the Hacienda Foral de Navarra and returns it as a PDF (base64), just like the AEAT certificate.

  • It uses the AEAT certificate (type 3) in X-Cert-Secret, the same one as the AEAT endpoints.
  • By default it is requested on behalf of (representation=true) the given nif; if you do not send it, the CIF of the user's company is used. With representation=false it is requested in the certificate holder's own name.
  • type selects the certificate: EstarAlCorriente (default), DeudasPorNif or EstarAlCorrienteContratistas.
  • The response adds data.result (positive, negative or null), read from the PDF itself.
  • If the tax office does not issue the certificate (the holder does not represent that NIF, or it returns its error PDF), the API answers 502 with the reason in errors.navarra.

On the public MCP server it is available as the navarra_report_corriente tool.

This is an additive change: existing integrations need no changes.
